How does Dodge work? (20% spells)

I know that you can dodge attacks manually, but spells like Blur (NB), Evasion (Med armor), stuff that increases dodge by 20%. Is it a passive dodge where your guy has a chance to ignore that attack?

I'm confused. Been searching this 10mins now, all have been different answers that then leads to people fighting in the forums

    yes , it's a passive dodge
    not the same as you would manually roll dodge

    Piggyback question: I have heard people say that the 20% dodge chance also applies to incoming heals. So a heal would have a 20% chance to not heal me if I have Shuffle up. Can anyone confirm if this is true or not?

    Some heals were bugged and you were able to dodge them (Sap Essence comes to mind) but I believe they've all been patched. So, no, you can't dodge incoming heals.

    I used to use blurs morph for tanking unfortunately my guild says I wasn't making good tanking choices. Can't blame them I am relying on random chance from it but I used other things too.
