As i recall it was that they were already sufficiently in demand that people used them mostly whenever they could, so no need to buff them.

Contrast to enchants which were the least popular craft and showed sufficient numbers of just not being used (not even bothering to apply enchants to weapons) that it made ZOS think they needed more impact.

its not A vs B or either/or... its one was fine the other wasn't. One worked the other was basically "broken" in terms of "want to use" or "worth using."

if one thing is working and the other isn't you can fix the broken one and leave the working one alone, right?
