According to UESP: you need 1380 Rep to get to L10 and you need 910 to get to L8 so there's 470 Rep that you need to get. With Home Alliance, CH and Cyro you can get to 1365 so you still need 15.

This 15 is obtainable so it's just trying to find where these are.

Have you completed Dungeon Lore because these some of these are technically not in the above categories and may make up the difference?

Only lorebooks give MG reputation (XP) so what you do get comes from getting each book from the "trials" given by Sheogorath. I have heard people say they got to 10 as well but I can assure you it's bogus and I will believe so until I see undisputable evidence stating they did it legitimately. I have an alt that hunted every single book he could get his hands on before he got to VR1 (Lv50) and he got to 9 with a long way to go to 10. He had to get a ton of books from EP zones to hit 10. I even took him to those dungeons and Cyrodiil, although I never finished hunting books in Cyrodiil I DID hunt all the books in the south part of Cyrodiil (AD area).

It's not bogus, well now it is. But I was able to get to MG 10 at 44/46 some where in there with just faction, guild quests, and cyrodiil. Now you can't. You have to do half of the first zone in silver Cadwell's. I did this before the ESO:TU update which means they could have increased the amount of xp needed.
