How about just a Master's Shield with a unique enchantment of:
"Reduces the Cost of Bash by X and the Cost of Blocking by X. Increases Bash damage by X."
And, of course, you can have Divines, Sturdy, Infused, Nirnhoned, etc as the trait.
It's just merely two jewelry enchantments on one shield. Nothing OP... but just something nice to strive for. You've got plenty of time to add it to the PTS for testing, too.

Its just a normal shield with a unique skin and a prismatic enchant. Completley useless.

✭✭✭✭✭Would suggest a base element where health or stam is increased while slotted and an enchantment where cost of block is increased and an additional 5% damage is reduced when blocking.
This keeps in line with the master/MA weapon designs.0 -

✭✭✭Thanks for bringing it back up. I'm not sure why ZoS would be so against having a special shield.
You can quite literally use the Master's Dagger in conjunction with a Maelstrom Dagger.... or a Maelstrom Axe... or a Maelstrom Mace. Hell, you can combine Maelstrom weapons with each other.
