Thoughts on the boat travel required for One Tamriel to play in other alliances

This was mentioned on ESO Live during the ask us anything segment for July 8th

I had the thought that we would use wayshrines but as they quickly speed past the comment, it seems as though the playing with friends in One Tamriel is coming about more like continents (phased).

Assuming there won't be waiting at the docks and just means to travel, my initial thought is this...

In order to play with others, do you have to be there already or can you just travel to a friend or guild mate in addition to group members?

    For a start off, all the "starter" wayshrines in each alliance will be unlocked as soon as your char is in Tamriel. So, that would be Davons Watch, Daggerfall, and Vulkhel Guard. You can go on foot from those, or if you are in a group or guild you can use the "travel to Player" option and go to wherever they happen to be on the map.

    In addition to this, the boats parked at the various docks around the map will also possibly be able to take you to some of these places.

    I think the way the question was asked was about if they could 'ride' via mount to each alliance... like how we can ride through the 'gates' between zones in our own alliance. They didn't clarify this all too well on ESO Live, but it sounds like they are saying that "initially" you would take a boat to the opposing alliance locations and from there could 'ride' between that alliance zone... or just use the Wayshrine system.
