Lagging and movement freezing

Since i picked up ESO again after a little break i have been getting some bad server connections from time to time.
This resulting in pings over 100 (to 7000) and lags in instances which normally never lag.
Also I have been getting movement freezes (mostly while on horse) where the horse keep running forward but it doesn't respond to my mouse/keyboard moves. This takes few seconds and then goes back to normal, however this happends multiple times a minute and in all kinds off places where overpopulation and fps isnt a problem.
Does anyone know how to resolve this problem or have the same issues?

I've been experiencing lag spikes ever since an update few months ago, my ping used to jump from 80-120 (normal ESO latency for me, dunno why so high since I live right next to the servers) to 700+. Fortunately it seems lag spikes are over for me now, not sure when they went away but I definitely still had them after DB was released.

So latency issues is a problem everyone's experienced in ESO.

Regarding the other issue, I've never seen that happen.

Funny, I had this same exact problem last night on PC-NA. Malabal Tor was HORRIBLE... jerky, FPS up and down, and Malabal Tor is not exactly a populated zone. In fact, I experienced spits and spurts on every zone I visited last night, but Malabal Tor was the worst. I thought maybe it was my ISP, so I did a speed test and speeds and ping were perfectly fine, so clearly it was ESO server issues. Makes me wonder if this has anything to do with Japan being added to the server?!?

I use my mouse to move instead of the keyboard and it happens to me, too. Usually without warning and fps/ping don't seem to be related. Can't turn, can't stop running or can't interact in a dialog window. Mouse works normally if I Alt Tab out to desktop.

I was surprised how much this has carried over to Wrothgar while I was working up some weapon skills. And then I realized that I had left Master Merchant turned on. Ever since Zenimax did their "Addon update" this Add on seems to run like crap. I doubt it has anything to do with Zenimax though as this thing has a ton of things to look through. It can really slow down a game for sure. I have to turn it off or my game has all kinds of issues mostly in Cyrodil but the initial logon takes a lot longer than without it.

The only time I've found Master Merchant to cause issues is when it is refreshing... you might want to check how often you have it refresh and turn it down to refresh less often and maintain info for fewer days. I know when I first log in each day, I have to wait a couple of minutes for MM to finish refreshing before I try to do anything otherwise it's lag city... but once refreshed, it's fine.

I was having screen freezes last night as well and I was out in the countryside away from cities. I had thought it was a new add-on I had just installed, but I took it off and still had the screen freezes, so I just logged for the night.

Yesterday I was in dungeon with 2 other players and on boss fight 2 of us crashed to character selection screen. Before the crash there were lag spikes in dungeon too (unresponsive to actions (skills), character freezing, mobs freezing and then all prev actions happen in a second).

Here is something you can try as it worked a charm for me when Orsinium started stuttering/freezing, etc. This was one of the suggestions given to me after submitting a ticked with support.

Right click the game icon.
Go into properties
Compatibility
Tick the box "disable display scaling on high DPI settings".

I Don't know if the "disable display scaling on high DPI settings" action or the Master Merchant addon action did it, but the latter part of my question did decline alot. And maybe the servers are lagging more with the adding of new zones and frequent updates.
