According to PTS patch notes it has -finally- been fixed but I have yet to test it.

I can confirm the Last Stand passive after an entire year.... Finally works.(on current PTS) There is some potential for DKs now... That said, you give up even more damage if you want to spec into this, but I think it's something work experimenting.
