I experience massive lag when it starts to rain or any other extreme weather, any way to tone down the rain or something to make my game run smoother?

✭✭✭✭✭Particle Effects, try moving that slider to Medium (I forget all the options you can change so it might not be called Particle Effects, but something similar). There are some things you can tweak in the INI, but I don't think you need to go there.
Another thing you could try is to move all the sliders to Medium then move them up to High one at a time until you get issues. Shadows have the biggest impact on performance, but I don't think those are part of the rain.Enjoy the game, life is what you really want to be worried about.
