I bought 3000 crowns in the official crown store on the 6th july. I paid via PayPal.
But I didn't received the crowns yet. I am very angry about that because I contacted your german support like 5 times now (via ingame menu, Help homepage and in this forum) and they aren't even answering. My first E-Mail to your support was sent by me 2 hours after I bought the crowns and now I still haven't got an answer. That is annoying as hell I mean I paid 20,99€ and you are scamming me or what?

I already wrote an E-Mail that I will take my money back if the crowns won't show up in the next 2 weeks -.-

The payment status on PayPal is "authorize" which means that the problem is on your side.

PayPal authorization is exclusive to credit card payments or payments indicated as credit. PayPal can hold a buyer's payment authorization for up to 29 days to verify availability of funds and allow the seller time to verify and/or modify the amount charged to the buyer before delivering.

It's not a ZOS problem. It's a PayPal transaction safety procedure. By using PayPal, you should understand the systems they use because you agreed to their terms. And if your account has any sort of restrictions of limitations on it from past activity or lack thereof... it's more your fault.

The above info about PayPal isn't completely accurate in respects to this purchase.

If the bank was verified and active, and you received the payment receipt from PayPal which on checking accounts attached with a visa logo...are instant in the US.

Also, considering the issues with ESO plus and crowns the last two months.....it's more likely that it's a ZOS issue

I was searching in various forums in web and I read multiple times that it is an issue on ZoS side indeed.
They need to authorize my payment.
It can't be a paypal issue because my bank account is varified and I even got enough money on my paypal account too. So it has to be a problem with ZoS.

Digital goods and services aren't covered by PayPal Seller Protection. But nice try.

It can take several business days for any transaction marked authorized to clear. Sellers have no legal obligation to ship prior to cleared payment. Unless you're being bullied by eBay.

And this isn't an US transaction, either. Hence the € . And the authorization hold indicates something other than an echeck or instant transfer.

They very much are. I got a refund on a piece of software purchase via paypal the other day. A couple of months back I got a refund on a web server which was delivered after the specified time period.

File for non receipt of goods - which, if i have read the initial problem correctly, is the case here. Digital goods are not subject to some of the criteria for non digital goods, but not giving someone what they have paid for is non receipt, regardless of the delivery method of said item.

Buyer: I didn't get my product yet!
Seller: Digital service. Their payment hasn't cleared yet.
Buyer: But I bought it! Two hours ago!
PayPal: Generic response to Buyer about how payments work. Case closed in seller's favor.

TLDR Wait at least 24 hours on every transaction before getting your knickers in a twist.

If the OP is to be believed, the transaction was 72 hours ago... not that you're wrong, though.

I bought Crowns twice via PayPal and both times the Crowns appeared immediately in my ESO account after having completed the payment.

Also I once opened a PayPal dispute after having upgraded my Anti Virus Software on my computer via download and paying for it via PayPal - for a digital software. The software didn't work as intended (well, you can say it worked better than intended - I couldn't log into the internet anymore after the upgrade :| ). I restored my computer to a previous version, cancelled the upgrade, opened a ticket to get my money back... and waited... and waited.... and waited. No response whatsoever...

So I opened a dispute via PayPal - and got my money back within 24 hours!

I would try opening a ticket with PayPal. It doesn't hurt to do that - you purchased something and didn't get what you were paying for - either you would get your Crowns or at least you would get your money back.

If the OP is to be believed, the transaction was 72 hours ago...

Except it wasn't. With the holiday on Monday plus the authorization hold, the actual transaction does not complete until the seller processes and accepts the payment.

I bought gasoline with my PayPal card on Monday. There's still a $1 authorization hold and that money has not been removed from my account. But it should be gone after midnight tonight. The holiday pushed clearance back a day.

I'm not customer support, but OP's payment should probably clear tomorrow or Saturday at the latest. If the crowns still haven't been received one business day after the authorization hold is lifted, then it's probably worth a complaint. But the more likely explanation is that ZOS is still verifying and processing Saturday, Sunday, and Monday payments that required a conversion rate.

    It's a fair point.
