Suggest to say you're not alone. Lag and frame rate issues are common for a lot of players in Cyrodiil.

Im running x2 GTX 970's which is ~8GB GPU, paired with i7 5820k and 32GB RAM and still get dirt FPS.
Computer is enough to render 4k video real time for editing but just cant compete with Zo$ incompetence.

SLI doesn't increase vRAM like that, 2 GTX 970s will only use 4 GB of ram
If its any consolation, Crossfire is the same way.

SLI doesn't handle memory in that way. You have 4GB of video memory. Also in addition the GTX 970 isn't exactly a true 4GB card in the sense you think it is. It has 4GB of memory but some of that last GB is slower then the rest of the memory.
Don't get mad at ESO for not being able to do 4K with two GTX 970 cards. Witcher 3 can't either.
My GTX 1080 can barely handle max settings minus AA at 4K and keep 60 FPS. In a raid with 14 people my frame rate is in the forties.
If you want a solid 60FPS at 4K max settings you are going to need at least two GTX 1080 cards. I'm waiting for Best Buy to get another one in stock. I'm hoping in a few days I can go in and pick up my second and keep a solid frame rate. You can pretty much forget 120Hz 4K for now. Maybe in six to 12 months.

I video edit in 4k i said in my post, sorry if you thought it meant i also run ESO in 4K. I used to run ESO on max ultra settings but recently turned them down to medium on some to 'try' and increase performance. I dont think it helped much overall.
Yes i know the 970 is 3.5gb and the last 0.5gb is slower than the first 3.5GB segment. I thought i would supply my example as when comparing the GTX 970 to the AMD 380 they looked similar enough for me to think i would be giving the OP a good example in context for their experience.

This is because you one the best CPUs on the market right now. I just upgraded my sli 670s to 970s and the frame rate is essentially the same. I run the game on 3 monitors, 5760x1080. So 3/4 4k The reason for hardly a change is that I am using a 2500k at 4.4. so CPU is important. I am also unsure if ESO actually has sli support.
