I understand how to use that function. This happens when I just move forward or strafe or backwards.

are you on PC or Console, could Buttons be sticking on your keyboard/controller or are you absolutely sure that it's the "client"
I understand you say it happens when you just move forward or strafe backwards. if it's on a Keyboard you're key presses may be too high in "repeat succession" and therefore everytime you hit the Move button it reads it as a Rolldodge.
the Screen and your boots lighting up IS from the rolldodge. the other part of that issue I can't diagnose
Strange problem:
I hear some kind of magic static and the edges of the screen glow gold as well as my boots. Anyone have this issue? (On PC)

That is the weird part, the only time I see the edge of the screen glow anything, it's red and its because I am accessing a container or menu while still in combat.
OK, try this. Use the Launcher and set the option to Borderless Windowed Mode (or something like that, I don't remember the exact words) and see if it does this again.
Also, when your dodge rolling, are you in combat? Or is this just something you are doing as you walk along? If in combat, perhaps your getting hit with a Snare, although, the gold border glow is still weird.
