Lag or connection issue?

Hey!
I started Playing this game again at the end on May. The lag in game never really bothered me. Everytime you visited a city the lag would happend but I guess that is common. But since 1-2 weeks ago and until now I have experienced weird things ingame. First I noticed its a kind of delay when you attack mobs, sometimes it takes 3 seconds before the hit actually happens. Very annoying..
And now I notice its a delay when you loot corpses or items like crates and so on. Have to press 2 or 3 Times until I get to get My loot. And the final issue is that the game freezes. I can still move My character but nothing else. I force quit and when I try to relog I only get an error 200. It takes around 10 min until I can enter the game again.
Now I have reinstalling the game, cleaned My harddrives, reset My router, uninstalled My antivirus program, uninstalled Defender. I also inactivated these Windows 10 notifications, backgrounds like Twitter/camera and so on. I cant say I really experienced any simular issues now ingame after 3 hours playtime. But why I even ask you guys what this issue can be is if this would happen again.
And everything else is working on My computer. Websites, online game as WoW and more. Its only ESO and their website that have issues for me.
I even Did a tracer and Did not have any number over 107ms. So it cant be My internet that causes this.
Any idea what My problems can be? And if so what should I do to prevent these issues?
