From what I had read on the PTS forum prior to the release of DB, was that for shields, Nirnhoned was the way to go because the fixed amount of resistance was higher than the percentage increase of Reinforced on smaller armor pieces. I'm not sure if that changed. Anyone?
For PVP though, you want as much Impenetrable armor as you can muster. 5 pieces minimum.

Hakeijo increases all three stats. And with infused it will increase it by another 15%.
