Armor mitigation is nearly 0 in PvP due to penetration. Impenetrable is the only defense out there. How would you like to walk around PvE in 0 armor, and wait once a week for 1 chance at 1 monster piece and then have that piece repeat begin to repeat. Thats what it's like, it is actually a big deal as impenetrable is the only form of defense you can get from gear.
Here's an idea, go farm the piece you're looking for. If its a helm, all you need is a halfway good team. If its a shoulder set, you have better odds with silver and gold keys than you do with the vendor.
The vendor is a convenience, not a replacement for dungeon running.
You can't. Impenetrable has been taken off the loot table other than this vendor. This vendor is the single and only source of these pieces in impenetrable. That is why everyone is outraged. Once a week is all we have at this. This is the second time it's failed since it was taken off the loot table too.

Lets put your PvE armor at 1 chance a week with a chance to repeat the same set then, after all it's only RNG.
We're lucky to have even gotten the monster gear in a PVP vendor in the first place. "My" PVE armor drop rate has nothing to do with your retconned charity vendor doing what RNG does. Don't start the personal attacks unless you're absolutely sure you've exhausted all other arguments.

the valid question is, is there any source that prove ZoS implement system that anticipated/avoid repeatable item in their RNG system

Procs too infrequent and it seems to only happen with enemies that are just about dead.
