Someone made a thread about this in Xbox support but I play on PlayStation and it has happened to me as well.
When I get to the spot the survey indicates there are no nodes at all and the survey is consumed! I triple checked with sources to verify I am in the right spot and I am but nothing is here! Please fix this Zenimax as it is happening to many people that get this particular Survey!

I think it could've been phrased a bit better but yeah lol it's an actual bug confirmed at this point. I'm not exactly upset that I got nothing because it's basically the same as not getting a survey at all, and I get that a lot so no biggie, but I wasted valuable time hunting for those nodes before realizing they were missing...
