I think you have to 1-be vet level (or CP level), AND have the first passive in the applicable craft maxed out, AND then most will be 14 and the RNG gods will occasionally bless you with 15-16.

I think it depends on your crafting level. Like I believe you have to level the first skill to 10 in each blacksmith, clothing, and woodwork before you see any of those materials.
You need to be 10/10 in the craft to get the most benefit. When I was running around Wrothgar with my blacksmithing at 1/10, I was still collecting iron ore. As soon as I put the points in I got rubedite ore every time.
With the DB change, if you are 1/10 and vet ranked you have a 50/50 chance of getting either iron ore or rubedite ore in Wrothgar.

From what I know you need to be at least cp 150 as those scaled zones give you your level of mats. Not 100% sure but I think that's how it works. I do all my farming in wrofgar do a circle loop of an area the respawn times are pretty quick.
Another way to get more raw mats is to do the crafting writs with the good chance to get a survey map. Usually you can haul 40-50 raw mats from one survey. Add this to what you find in the open world, and you can start acquiring a good store of mats.
