Question about Lore

First of all sorry, english is not my main language.

I'm more a casual player, very casual, hardly read quests, Stibbons quest maybe but thats all, just hit and run, but now i have a lot of time, a few weeks ago broke my ankle playing football, and now and for the next 3 months i need stay in home.

So now that i have time, i create a new character and do quest slowly and read everything, and now i have a few questions.

First:

I play skyrim, never finish the game, just kill the first dragon, most of the time i just wanderer.

If ESO is almost 1000 years before Skyrim why Skyrim looks exactly like ESO?, Evolution Stop in Elder Scrolls? i mean almost 1000 years and no evolution at all, the same clothes the same technology same everything.

Second:

I notice that no one really dies in ESO, if you kill someone he/she becomes a ghost and if you kill the ghost he/she becomes a ghost 2.0, whats the point of that?

i know is only a game, a fantasy one, but still, the lore in my opinion, is a bit stupid.

    First, technology doesn't change because there's no real need to change the technology. Tamriel has magic, so anything that would've been made easier by technology would have just used magic instead. For example, if you wanted to improve how much your farm produces, you could do one of two things: invent a better plough, or just use the magic that's already around.

    Second, a lot of people die. Not everyone becomes a ghost. Only a very small few become one.
