Transmutation Set Not Proc

Not sure if anyone else is also facing issue, regardless of i use Mutagen, HW, Ritual or Punching Strikes.
My Crtical strike remains same under Character Stats Screen.
I believe, my time is just wasted on getting this set..

It procs when using healing over time effects like mutagen or healing springs and extended ritual not BoL, healing ward,etc.0 -
