Horror of Horrors: Glorgoloch doesn't spawn!

Hi,
It's my bad that i start just now to work on this achievement.
I have cleared all of the patrolling bosses in all districts except Glorgoloch, been there for 2 days with several hours and i have never seen him, not even once!
Is there a way to trigger him or something? We keep on killing the Mazaluhad (other boss) over and over with the hope that it'll triggee the Glorgoloch but nothing..
He's in Temple district.

ScarEra✭Seriously? He still doesn't spawn.. spent hours yesterday and only the stupid Mazaluhad spawn.. ESO fix this kindly.

✭✭Check the other districts as well. I have a feeling that the initial assignments of bosses to districts is not in place anymore. IIRC, I have killed him last in memorial.1 -
