I block the first dizzy swing to get cc immunity still seems like nothing I can do with the damage it puts out. And if I don't block the first cc from it 6/10 times with full stam seems I can't break out of the cc and die.

If you're applying enough pressure, any sensible dizzying wing spammer won't cast it. To do that, you can, for example, block the first cast and stun him her afterwards. Then dps. That's usually what I do. If you run s/b it's good to use it to block the wrecking blows. I use sturdy on my shield
