What gear do these riff raff watering holes sell anyway?

The PvP sets in all weapons, jewlery & traits. Eg. Twin Sisters shield, Morag Tong rings, Impen morag tong etc.

I think the question is, do they sell jewelry for the sets that don't currently have jewelry :(

I wouldn't get too excited. When people think town they tend to think a small fortified town with shops and things; but on pts it's just three small settlements with flags and faction guard npcs added to them. It's kind of boring looking; the idea is nice but the execution is poor. People will only go there for the vendors and even then the vendors are rng and armor doesn't all come in impen. Apparently there are rings and necks for the elite vendor sets at those town vendors but the rng ruins it.

Hey let's complain about non-DLC improvements to the game.

It's not an improvement its clever way to get players to burn ap. Those boxes cost fifty thousand ap each and the additional items added for each set reduces the odds of a player getting the item they want especially when the traits are factored in. It's ridiculous not everyone has ten million plus ap; and the way the system is setup is more punishing to those who only have one or two million on average. In the past they did not include awards players would find valuable, and did not update the pvp sets to vet 16 (at the time) which lead to stockpiles of ap. Punishing players for a developmental oversight is not improvement.
