Race Change and One Tamriel

So I was just wondering, I really would like to change my race to a khajiit but currently as a redguard I'd need to purchase the any race any alliance in order to do so. Would One Tamriel allow me to change my race without any conflicts?
Also when is the expected release date for One Tamriel? I really don't want to make a new character to play with a friend

✭✭✭✭You will still need the any race, any alliance upgrade even with One Tamriel. GCypher87✭✭✭One Tameriel is coming I think in the fall. At least I'm pretty sure that's what the said in E3.
As for the rest of the question, I don't think so. Even in One Tamriel I'd imagine they would still have the same race/alliance selection. There's still PvP to consider. Also, even in with One Tamriel you have to complete the main quest in order to get to the other alliance areas. Unless you are pulled over by another player with access to those zones.

August he was talking about the Barbershop. I don't expect we'll see One Tamriel until closer to the end of the 4th QTR. This is a HUGE change to how the current questing zones work so I'd expect it will take quite a bit of time for them to get it completed... although wouldn't be the first time they rushed content to the game just to then spend the next several months trying to fix it... and many left to go permanently unfixed (I'm talking to you run speed bug!).CP: 2105 ** ESO+ ** ~~ ***** Strictly a solo PvE quester *****
