Extreme framerate lag in ESO after DB?

Has anyone else been experiencing extremely low framerates in populated areas lately? Just today, I logged on to do my writs and Wrothgar had to load 3 times on my way from the wayshrine to the writs turn in. I hope this isn't just my end.
