Is that a confirmed bug or just the way the set and drinks are supposed to work? I didn't think CP or other % regen increases affected the drink regen either (haven't tested it though, just going off memory).

It is a 100% ZOS confirmed bug. It used to stack with drinks since the beginning of the damned game until ZOS broke it.
Just like how CP regen perks used to stack with drink until they were broken by ZOS for a period.

I don't think it is a bug. I'm pretty sure a dev said it was a bug initially when it was first brought to their attention, but then it was looked at as working as intended. Does the bonus stats from food go into the equation for how much extra stat you get when you have an ability such as Inner Light or Bound Armaments that increases max magicka or max stamina by a percentage? If it doesn't, then this is not a bug with Willow Path five piece bonus not affecting drink regen.

The formula for recovery is:
Recovery = ((Base + Gear + Mundus * Divines) * CP * Other skills + Drink) * Skills
It seems that Willow's Path may be getting dumped into the 'Other Skills'. Intended? Only ZoS knows - it'd be great if someone could link a concrete response from ZoS confirming that this is a bug.
