Unable to progress in crafting writs

I'm stuck in Eastmarch doing writs (lvl 30 zone). I've tried to go to Riften (lvl 40 zone) to pick up the writs for the next tier of writs, but I keep receiving writs for Eastmarch. What level do I need to be to do Riften writs?

I am 50 provisioning, 6/6 Improvement and I am combat level 42. I know that I can't do Vet writs until I get to Vet level, but why can't I do level 40 writs? Do I need to be level 45?

There are some older threads that list which writs go for which craft level. A good search will likely get your answer. I can't be more specific since I maxed all my characters in provisioning months ago, so I'm hazy on the details. I do know there is a bug with provisioning writs on some characters. As I said, all my characters are maxed, yet of those below level 50 all but one gets writs for Cold Harbor. That one character always got writs for zone 5 (Malabal Tor for me). The same has happened to others. There was never an explanation or fix for this I'm aware of. On a more positive note, you'll soon hit level 50, so this will not be an issue for you, since you should gain access to Craglorn to turn in writs.

There are no Riften writs.

Windhelm (Eastmarch) is the Level 4/6 writ. The next level is 5/6 at the Hollow City in Coldharbor.

Travel to Coldharbor by Friend or Guild Member and start the Hollow City Quest by talking to the Groundskeeper. You don' have to do any more of that quest but that will open the Writ Boards up to you.

Is that the same for the other Alliances as well?

Game progression puts everyone in Cold Harbour at the same level, so all alliances have the same level writs here.

Yes its the same for the other Alliances on Provisioning.

Check out that link. It is different for other Crafts though.

The other crafts have more levels of passives and the drop offs are moved to compensate.
