People will quit if we need to upgrade gear. Have you seen the price of legendary materials? How about the people who have been grinding dungeons hundreds of times and are almost close to completing a set. I don't think you understand what this mean. This is an MMORPG, not a MOBA. There need to be some kind of process or sooner or later, people will lose their interest. As I said, I don't even bother to run dungeons anymore. Many people taking a break (who knows if they're coming back) because there is nothing to do anymore. Some times a gear level increase is just what a person needs to let them know it's time for them to move on from a game.
I don't want gear level increase with the next DLC. They can raise the CP cap with out changing the gear.
"... no reason to craft new gear." Are you "crying" you want to craft the same gear set in a higher level? Isn't that kind of like complaining you want your car to break down so you can buy a newer model of the same car? If you're running Hundings now and your going to run Hundings later ... you'll still be running Hundings unless they decide to nerf it.
As for re-balancing, there doesn't need to be any change in gear level for re-balancing. They could just change the set like they did many sets when they were found to be OP.
There are plenty of gear sets they could mix into Pledges to make people wish to do them again. It doesn't take a gear level increase. They could take sets that currently don't drop in them and add them to the mix. The v1-13 sets that don't drop in CP160 could be improved and added to pledges. They could add pvp sets that you can't currently earn through PVE. The could create new gear and items.
"IT'S BEEN A YEAR!" No. It's been about almost 10 months at v16/cp160. HOWEVER...
- They JUST reintroduced SO and all that gear.
- They also JUST added crafted sets with DB (and all other DLCs).
- They FINALLY increased PVP gear to CP160 with DB.
... Gold has been flowing and people have been farming ... so that 1 DLC later that gear becomes worthless? ZOS is going to make the other Trials relevant again and adding city capture to Cyrodiil, and at the same time you want to reset everyone's gear? Casual will be a week or a month or a year behind those with more time on their hands where as currently they'll just do a little less DPS then those with the latest and greatest gear until they get a chance to get geared up again as well.
Then there is the shrinking PVP population. Increasing the gear level will kill PVP for a few days at least. Since IC how many campaigns have they removed? Shouldn't IC have increased the populations in Cyrodiil?
Raising the CP cap isn't that big of a deal in PVE but in PVP it could cause some issue. They just made major changes to stamina builds and increased armor buffs for the first time with DB. There is plenty of balance yet to be done. An increase in CP at this point will change and possibly break the balance of Cyrodiil. They still haven't balanced Battle Spirit out of Cyrodiil. Perhaps we'll see Battle Spirit further decrease the effectiveness of damage, shields, and heals as a result of a CP and gear level increases.
Gear level increases should be announced 6 months in advance or they should do it on a schedule so people are ready for it and don't waste there time and resources to find there newly completed gear (weather it be via farming or crafting) worthless about a month later.

Did you not do the same thing to go from V10 to V12, V12 to V14 etc?
Now, there is no need to grind for XP at least. And there is a vendor for the monster helms.

The gear grind encourages only the 'raiders' because they are the people on the edge of play who get bored without new shinies as their motivation. This is the same in every MMO and honestly I think constant level cap increases are outdated. There are many more ways to keep people interested without moving the goalposts constantly.
More power, new mechanics, new looks, new classes, new powers or anything they can add on top that doesn't invalidate previously expended effort will go much further.
