I don't think it's even possible to buy a crown pack for someone else. You can buy crown cards in some stores and mail the code to someone else to use to gift crowns, same with ESO+ time cards.
I am pretty sure it's against the TOS to use them in exchange for in-game gold or items (including guild raffles where tickets are purchased for in game gold) as that technically counts as gold selling. ✭Plenty of sites, some legit and some dodgy where you can buy redeemable crown store coupons and game keys. So technically there is a "gifting system" it's just not in-game.
Somebody performs a service in exchange for a crown store code - not unheard of, people do this thing as a living in many other games. Though whether it's legal or not is a different story, but it's certainly not unheard of.Sometimes, I dream about...cheese...
