Stats Disparity Between Battle Leveled Players And Cp 160 Players

First of all, i think that battle level is a great idea, because it let's low level players compete with higher lvl players, but i feel like that there is a major problem with this system, and that problem is the stats disparity, battle leveled players get a huge advantage in raw stats compared to cp 160 players, so much actually that i was doing more damage with my templar when i was at lvl 40 compared to when i was at cp 160, this is a big problem to me, because why level up a character to cp 160 if you can do more damage as a battle leveled player.
I made a character for testing, and this is what i discovered .

All these tests have been made with max magicka and health foods

Keep in mind that i was losing 2% max magicka and recovery as a lvl 40 because i didn't have meteor.
Level: 40
Class: Templar
Race: High elf
Primary souce of damage: Magicka
Setup: 5 Pieces law of julianos, 4-3 pieces Magnus, 2 arcane rings, 1 neckalace arcane, armor all enchanted with magicka glyphs, weapons enchanted with weapon and spell damage, jewelery enchanted with spell damage.
Enchantements quality: Epic
Armor quality: Superior
Weapon quality: Epic
Weapon type: dual wield sword and destruction staff
jewelery quality: superior
Cp: 501

these stats are on the dual wield bar:

Stats while using dungeon finder ( keep in mind that these are rough amounts but they are not far from the true amount)
Max Magicka: 48000
Max Health: 22000
Max Stamina: 11000
Spell Power Unbuffed: 3800
Spell Power Buffed(major and minor sorcery): 4750
Spell Power Buffed With Weapon Proc: 5100
Magicka recovery: 1200

Level: Cp160
Class: Templar
Race: High elf
Primary souce of damage: Magicka
Setup: 7 light no undaunted passive, 5 pieces law of julianos, 4-3 Pieces magnus, 2 willpower rings arcane, 1 willpower necklace arcane, all armor enchanted with max magicka, weapons enchanted with spell and weapon damage, jevelery enchanted with spell power.
Enchantements quality: legendary
Armor quality: legendary
Weapon quality: legendary
Weapon type: dual wield and destruction staff

Max Magicka: 41000
Max Health: 16000
Max Stamina: 9000
Spell Power Unbuffed: 2700
Spell Power Buffed: 3400
Spell Power Buffed With Weapon proc: 3800
Magicka recovery: 1000

Rough estimation of lvl 40 with same setup, full legendary and willpower set

Max Magicka: 51000-53000
Max Health: 22000
Max Stamina:11000
Spell Power Unbuffed: 4000-4100
Spell Power Buffed: 5000-5100
Spell Power Buffed with weapon proc: 5400-5500
Magicka recovery: 1200

Difference of stats between legendary lvl 40 and cp 160 in %: about 40% for spell power, and for max magicka about 25%

I understand that if cp 160 had the same stats as a battle leveled lvl 40 the game would have no challenge at all because players would be just way too strong, but i feel like this difference in power is a bit too much, i think that reducing the stats disparity to about 20% for spell power and 15% for max magicka would be great, also i think that 17000 points of health at cp 160 with no health bonus would be good, the same applies to stamina builds.

    I have seen 160 sorcs with 54k max magic. The real question is why dont templars have a skill that increases max magic while slotted

    Because zos want's to have different playstyle depending on the class you choose and i think this is a great idea, templars have less max magicka than sorcs, but have more critical damage, also if you wanna have more magicka you will have less spell power, in this post i'm talking about the stats disparity of a battle leveled players and cp 160 players with the same setup.

    Correction about the statement i made before, 4000 is 48% more than 2700, and just for clarification, these are based on the full legendary setup of both lvl 40 battle leveled and cp 160.

    Battle leveled characters usually have better stats to counteract the crappie gear they generally have, also for lack of end game skill options. Still, a good player with decent gear would wreck a cp160 character in most cases.

    I have to agree that "Battle-Leveled" does not cut it. Defensively Im ok but offense is severely underpowered.

    I am running a lvl 10 DK through the DB. I have armed him with good equipment for a lvl 10 but if i encounter 3 trash mobs I will have a hard fought battle for my life. (and forget about the Minotaur lieutenants wandering around....I run from them).

    Conversely my V16 vet in all gold can walk over plies of trash mobs and it only takes a few secs to dispatch a Minotaur without breaking a sweat (ie. I dont put any real effort into it)

    Level 10 is a lot different than 40 in regards to skills and passives.

    Severely underpowered? at lvl 10 i could do just a bit less damage then i could do at cp 160, with a quarter of the skills
