That could be cool, but everyone would complain about that as well. There would be countless threads complain about teleports and not being able to track their targets, blah,blah.
The teleports would be the same distance you could dodge roll, and the time it takes to teleport and reappear would basically be as long as how long you roll. In other words Dodge Rolling with Magicka with a different animation.
Mutli-directional Bolt Escape with the same cost as dodge roll except it cost magicka and is for mage builds. Problem solved.
The downside to making a separate resource bar for those is it will segregate resources. This will turn the game into a game of dodge roll <inserttheothers> bunny hopping game.This alone wouldn't balance out things between Stamina and Magicka builds. That's going to be a really hard fix for Zenimax to work out and I don't envy them at all.
As long as one side has a separate(magicka uses stamina for cc break,dodge and block) pool to use for these things and the other has the ability to stack massive weapon damage, classes will not be balanced.
I really don't see how they can do it without creating a new resource pool for CC Break, dodge roll, block, light and heavy attacks.

I have a Mag temp, but I went 3 into stam, 10 into health, and remaining into mag, and she does more than enough damage with max mag on all armour, arcane jewellry, and a seducers/transmutation/torugs pact setup. I have also specced 30 points into the roll dodge cost reduction in the CP tree, and she can roll dodge a good 5 or 6 times before running out of stamina. Plus I dropped some CP into Stam regen as well as mag regen.
And on top of this, if you really felt badly enough about it, you could always put the new "well-fitted" on a couple of pieces of armour.

The thing is stamina can do all of that now except shield up, but dodge roll is way better than shields cause it avoids all damage and can be used to get line of sight all at the same time. I don't think dodge roll should cost magicka, but I do think they should make magicka characters better at burst damage than stamina characters. Because as it is right now stamina has better survivability and burst damage. That's not really balanced
