When my rig was AMD based I would regularily drop to 1 fps in cyrodiil, when I updated to a lowly i7 I steady stay at 50-60 fps, just changed my board and chip everything else the same.
Not sure if it's been updated recently, but I never had good luck with the AMD chip and this game. I had that same exact processor btwTl;dr really weigh the fun you have in game vs the business practices you are supporting.1
