That's the problem. So many are obsessed with AP that they abandon the goal of crowning or defending an emperor to farm a lemonade stand near Hack Dirt.

That's the problem. So many are obsessed with AP that they abandon the goal of crowning or defending an emperor to farm a lemonade stand near Hack Dirt.
That's on ZOS, IMO. Assuming I'm not friends/guildies with somebody who is trying to push emp, what's my incentive to go and cap keeps? The reason Axe of Belharza worked so well (again, IMO) is because there was a clear carrot (access to a much safer instance to the Imperial City) at the end of the stick, one that everybody would want, and I wish they would bring that campaign's ruleset back in some capacity.

I'm not sure it would be relevant even if it was CP 160.
Edit: Also Warlock in it's heyday was popular at a time that heavy attacks with staves didn't return magicka IIRC.
It sounds good but it will be gankers' paradise for sure, all waiting in stealth, looking for a prey. It won't be fun unless you remove crouch sneaking from pvp. At least in open areas and daylight. It's stupid anyways.

Or... you run radiant magelight or run in a group. There are counters.

I remember the gated access to Imp City campaign being a bust. And a bust after people were calling for campaigns to have gated access to Imp City.
