What in the world is a magicka class? Every class can spec to Magicka or Stam...how do you propose ESO determines when to use the Magicka pool for roll dodging? Based on how many attribute points they assign to Magicka? What about people that put all their points into Health and use food/glyphs/sets to boost their preferred stat?
I don't think it's that "simple".

Black Desert Online (while I hate that cash grab with a passion and hope it burns in 1000 layers of Oblivion), had a cool way of doing this. They made magic-based classes have a teleport dodge instead ofa roll.
Many games actually do this, and it works better for balancing.
So, I would say that IF they gave magicka classes some sort of cool looking teleport-ish animation unique to their class (magicka Sorcerer looks like a mini-streak, magicka NB looks like reddish vapor, etc.), then I would be totally in favor.
Otherwise meh.

I know they do. Players don't need more encouragement to do it, and should at least face some consequences when they do it.

Then tie blocking to magicka as well for magicka based builds. That could be cool, but everyone would complain about that as well. There would be countless threads complain about teleports and not being able to track their targets, blah,blah.
The teleports would be the same distance you could dodge roll, and the time it takes to teleport and reappear would basically be as long as how long you roll. In other words Dodge Rolling with Magicka with a different animation.
Mutli-directional Bolt Escape with the same cost as dodge roll except it cost magicka and is for mage builds. Problem solved.
Except now they don't need stam for dodge, so they can effectively block cast more.
Because they posted on the forums with long winded descriptions of why it was so unfair? Are you one of those that so posted, but are in favor this option of mag users drawing from one pool? The easiest way to take a magica build down is CC their stamina away. Without stamina we are sitting ducks wide open. There are ways to work with it but it is no doubt our great disadvantage.

Magicka class means the highest stat pool the character has is Magicka. A Stamina class means the highest stat pool is stamina for that character. De De Deee.
