does the 5% reduction only effect group members or does it effect self as well. is self counted towards the 12?

Self is counted, and it's up to 12 people in your group, within 28 meters. Large rooms or spreading encounters can see people walk out of range of it.

how do you get the cp 160 variant of this set?
I only get the cp 140 ones, which are pretty disgusting and bad.

Worms Raiment drops in CP160 in the Maw of Lorkaj group trial. It'll drop in normal mode so you can farm fairly easily with a good group of 12 players.
