Black silhouettes remain for a long time

Ever since the orsinium update released, the black silhouettes that appear while loading the characters' textures last for a LONG time. At worst, they stay for 30-60 seconds.
To make it worse, whenever I move ten feet while the players load, I get hit with a loading screen. So I have to remain still.
And to make it worse, the LOD models and textures load very slowly while this happens, forcing me to not use my mount when near densely populated areas.

I'd appreciate any ideas anyone might have.

Windows 10 Pro 64-bit
Intel i5-4430 3.0GHz Quad Core
8GM RAM
GTX 750 1GB VRAM
HDD integrity seems to be alright from the test I ran.
No overheating, everything runs around 60-80 C°
Settings are medium, with most post process turned off.

    I don't know your system, I'm fairly computer NON-savvy.

    But I will tell you that I had the same problems on my "old" PC (read: better than state of the art - back when it was built in 2011), and all things resolved with my recent total upgrade to a mega gamer setup.

    I used to plain never be able to run, because faster than the normal "jog" would give me a loading screen, and I could barely do Fungal Grotto on low rez (it's a very graphically challenging program, apparently). I could adapt to things, but it definitely impaired my play.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
    Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
    House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
    Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

    Anyone know what may be causing this issue? Lately, I can't even load into highly populated areas without getting booted, because NONE of the players ever load, everything remains as black silhouettes, and the world textures refuse to load.

    Are you using a SSD? If not upgrading to an SSD and moving the game to it will go a long way to resolving it.

    Might not be the thermal grease.

    What size case is the computer installed in and what is the cooling device being used to cool the processor? Any additional fans inside the case for intake and exhaust?

    This is a regular sized computer case, default fans, with one only extra case fan.
    I actually checked the temperatures again, and they were wrong. Most of the time my computer runs at 40-60 C°
