I have been playing since Beta and this has NEVER happened to me. Maybe try going through the tutorial again... they cover it there.
Just because you don't experience something does not mean it is not there. Have you played much pvp? I have had this happen quite a few times there.0 -

Oh, I know, but that was recently introduced and I have to think ZOS will fix that bug as it didn't existed before... DKs have been able to 'Take Flight' on to Walls and Towers since Beta though, so two years without a fix, I have to think it will never happen.0
