What is this 'play anywhere' update?

So I saw an advertisement a week ago saying any level can play anywhere in ESO now or something. Maybe it said I can play in any region. I don't remember. After seeing the advertisement, of course, it disappeared from existence, never to be found ever again. Can anyone tell me the details?

✭I personally can not wait for this as I hate linear progression, I put it in the catagory of min/maxing, "Correct Character Builds" forced grouping and everything else that sucks the immersion out of MMORPG's
The best thing about The Elder Scrolls was I could wander the land explore and adventure without following some lame ass cookie cutter path.
Honestly EOS should have launched with this.2
