Is the barber shop the next patch coming?

So we just had db dlc patch. Is the barber shop next and when 2 months from now? With one tamriel coming and the introduction of battle grounds with objectives, this will be my go to game taking me away from WoW. But for now, WoW has what I like doing most and it's bg's and the transmog system.

TESO needs a wardrobe system badly. Something similar to WoW's tmog system would make this game one of the best mmorpg out there!
