ZOS probably weighed Q3 content against what they considered an average barber shop crown investment.
It wouldn't be all that productive to add a full-content game pack and then offer a lot of customization new options on top of that, plus the usual monthly crown store options. People would inevitably choose either the game pack or the customization.
Here, you can spend a little for new content, and a little for a new look. Q1-17 Housing update will probably be the same way, meaning that Q4-16 will most likely be a substantial content drop by comparison to either Q3-16 or Q1-17.
That's not saying that the Argonian packs can't have a premium and satisfying feel to them, though. To be standalone, they do have to be really good. Otherwise negative word of mouth will kill the smaller updates.

This also doubles the amount of dungeons non-DLC holders can run (White Gold Tower + Imperial City; up from 2 to 4 and likely removing 4 days of Undaunted Pledges as well), the further separation of grouping not being something I can see Zenimax wanting to add to if they can avoid it.
Of course, at this point it's already confirmed DLC so nothing will change, I'm not asking for that. I just don't really get why it's not part of the base game, since at the moment the "DLC" seems to only include those two dungeons and nothing else.

I imagine they are primarily paid DLC rather than free because they are completely new content and not an update of anything that's already there. They are not part of the base game because ZOS is a company that wants to be profitable lol ? You could just sub and get all DLCs you know, 15$ per month is one of the cheapest entertainment you can get. I mean... ONE movie ticket is around 16$ where I live lol...
As for ZOS not wanting to separate players. I think they do want that, so "free" players actually feel like missing out on something. How else will ZOS get them to buy the DLC or sub lol ?
