If your blacksmithing is 1/10 then half of the time, you'll fine iron ore regardless of your level and what zone you're in. The other half of the time it will be based on your level if that is 50 and over 160 CP then you'll find voidstone in all base game zones or ruby ore in Cyrodiil and DLC content zones.

If you're wondering, Runestones do this now in all zones. When you do find Potency runes, half of what you find will be equal to your level and the other half is based on the potency rune skill 1/6 you have spent.

For 3 - 49, you just need to be in the level range of the material so Dwarven Ore, Spider Silk, and Hickory will show up for characters that are levels 36 - 44, half the time. Now if you have 4/10 in each craft gives you 100% chance to collect those exact materials.

You could have 6/10 on a character below level 50 and start seeing Calcinium Ore, Birch, and Kresh in half of the nodes you gather to take advantage of having those mats available once you turn level 50 / 10 CP. While it's not practical for new players to think that far ahead or spend that many skill points in crafting, you will have access to more Sky Shard locations before level 50 with the previous Silver and Gold zones open to you right away instead of having to wait.
