Concealed weapon bugged?

Running concealed weapon on one bar and not on the second. I'm crouched moving around and I'm still the same slow speed on both bars. I run vampire too at stage 4 but recently went to stage 3. When I use shadow cloak it does speed me up. I apologize if this has already been addressed but if it hasn't maybe it is an xbox specific bug. I hope this is not intended as I did not see it in the patch notes.

    Pretty sure it only speeds you up when you're in cloak. Crouch doesn't count...

    Vampire sneak speed is broken, but my concealed weapon speed increase is working both while crouched and invisible. Overall my character feels slower in stealth after the update. I can't really figure out why

    On a slightly related note, why does Concealed Weapon cost more than Surprise Attack?

    I have both a Magicka and Stamina NB with very similar loadouts. For the Magblade, Concealed Weapon costs over 2K Magicka. For the Stamblade, Surprise Attack is barely over 1.7K.

    I'm not running a single piece of gear with cost resistance on either build, and I have the exact same number of Champion points in cost reduction passives.

    Is there something I may not be accounting for, or were Stamina costs reduced at some point and I just missed it?

    Because stam builds have generally lower resource pools while at the same time using the same resource for dodge/sprint/block.

    I was thinking this was the case, but I just missed the part where the devs said they were actually doing it.
