The Arrowpoint Club: Who are these people? (Potential Spoilers Inside)

I have wondered since the very outset of the game what the significance of these Arrowpoint Club folks are. At first I took them to be perhaps bandits or thieves guild type outlaws. Later I considered they might be assassins. Finally, it has occurred to me that they could be Veiled Heritance. No matter what they are though, I've not noticed a reference or explanation as to who they are. Has anyone else solved this mystery?
