How to lvl up DB skill line?

Heys guys plz feel free to chime in, jus wondering if contracts and sacraments were the only way to lvl up the DB skill line? I wanted to start on the assassin achievement and silencer title but I can't seem to start/find the main quest. If it helps I'm DB lvl 3 atm almost 4. When and where does it open up and start? Ty in advance!

✭✭✭✭✭Go to any Outlaw Refuge, and you will see a quest marker (or two). Quen is not the one you want, but the other one. Talk to them and they will tell you how to start the DB MQ.
