I use to be able to utilize other people's bankers and/or merchants.
It seems like with DB this is no longer the case, was there any mention of this from ZOS?

✭✭They were originally only intended to be used by others if you are in the same group with the owner of that specific banker or merchant follower however that wasn't the case when they were released.
That has since been fixed, so if you want to use their follower you must be grouped with them.0
