The first type of system should be the Legal Justice that gains a player a "Wanted" value that will get them stopped by guards for illegal activity. The second is Criminal Justice that governs shifty characters placing a bounty on the player's head for trespassing on their hideouts, stealing from them and/or killing a number of their members. If the Criminal Justice meter gets to be too high at "Revenge" level, that respective criminal faction will send out a group to hunt down and attack the player.
The Criminal bounty can be removed by the Dark Brotherhood whose reputation will buy the player protection for a time and have the bounty removed.
