Not so New Player Friendly? [Dungeon Finder]

Long ago i tested the beta which was a pretty big failure and lead me to not buy the game. Now 2 years later i decided to give the game another shot after seeing all the great improvements.

So far soloing and questing is great and seeing tones of players out in the world i am adventuring in but soon as i hit 15-16 and came across a quest which lead me to a "group" dungeon and decided to try out the group finder i found it to be a huge failure as 4 hours have passed and still no group... Yes i have selected my class/spec (DPS) and chose Random finder.

All these players running around the same quest zone and no one is queuing up for dungeons? Do players not use the dungeon finder or does it even work properly? I have googled and found many reports back in 2015 that players have found themselves waiting hours on end to get into a group which sounds very bad for any "mega" server.

Maybe low lvl dungeons are just not worth doing? Maybe their should be more incentives (rewards) to get more players involved in the dungeon finder (other then the once per day reward)?

Other then the dungeon finder being so horrible, solo questing and delving into the story lines across the lands has been great and nothing compared to Beta headaches back 2 years ago.

    Group finder has been broken since DB DLC, prior to that it was working fine, at least for me anyway

    Group finder was broken with the DB patch, they know about it and they will release a fix in a maintenance patch in the future. It did work well Pre-DB patch but the main problems for Non-Vet groups was that it scales you to VR16 and so you need Grand Soul gems to rez people but you don't start to get them until lvl 50. Other think to know was most people list themselves as DPS so you can have a wait in that role.

    It's bugged, they should fix it soon. It used to work great for people at any level, I usually did 5-6 random dungeons every day and always found people pretty soon (1~5 minutes as DPS, a few seconds as tank or healer) and many times they were just lvl 20 or 30.

    Keep an eye on the patch notes and try again when it's ready :)

    The group finder did work great like... couple months ago I think, but there is some kind of bug that it can't find a dungeon for you if you already have a pre-made full group. Now they fix that issue, but seem like the solo queue is broke.

    The group finder was working perfectly before the last major patch, before they "reworked" it to punish players, who drop it. People did so, because 2/3 out of ~15 dungeons are too difficult for random group setups.
    ZOS chose again to listen to a few complainers and, now, they mes_ed it up while trying to change it!

    Um, what? I've used the group finder to do random dungeons a lot. Heck, on my second account I leveled a brand new VR1 (with no champion points) all the way to VR8 just doing random dungeons with the group finder.

    For the non-vet dungeons I've only ever once been in a random group that wasn't able to complete the dungeon - and that was Blackheart Haven, which IMO is the toughest of the non-vet dungeons (Imperial City ones aside - the non-vet versions of those dungeons are more difficult than several vet dungeons). Of course, I've also been in at least half a dozen random groups that were able to get through that same dungeon.

    So 2/3 of the dungeons being too difficult for random groups? I don't buy it. It's not like I'm some superstar player carrying groups through these dungeons either - I'd like to think I'm somewhat above average in group dungeons, but I'm definitely not elite.
