Law Breakers and Bounty

Should NPC Characters that are actively breaking the law be able to place a bounty on you?
Case in point: Smugglers Den Sacrament quest. These are not law obeying people, they are smuggling.
Surely they should not be able to put a bounty on you if you are seen.
Bad plot mechanics, methinks.

    Happens IRL all the time. I know dozens of people that have been or are in prison. The majority of these people (if not all of them) that were "snitched on", were done so by criminals. Were you expecting criminals to live by some noble code? If they weren't doing it to save their own hide, it may have been to eliminate competition.

    I think there should be a bounty for the faux pas of using the salad fork to eat the main course...

    My biggest complaint is the immediate notification of your crime to every guard between the location of the deed and the other end of Tamriel. Heck, Im sure the Guards in Akavir know of your crimes the way this system works.

    What does a Guard in Riften care of the crime you committed in Vulkwasten?

    You think wayshrines are fast? The Interpol database on crimes is even faster, which is why it is so amusing that they completely forget about the crime three minutes later (if you took the passive).

    Wow, I know people that have been arrested for petty stuff, but to know dozens of people that are or have been incarcerated? Careful not to be a victim of guilt by association.

    And no I was not expecting criminals to live by some noble code. Why should they? No one else does.

    And no I was not expecting criminals to live by some noble code. Why should they? No one else does.

    Well I do have issue with that. For example if I murder someone with no witnesses I don't think there should be a bounty put on me at all, and certainly not immediately.

    That's why I have very few friends. I grew up (somewhat) and my friends didn't. I only talk to the ones that have wised up, if the ones that haven't yet, decide to do so, I'd gladly help them do it. Sadly at our age if they haven't wised up it's doubtful they ever will.
