Extremely low frames everywhere.

A couple days ago when I tried to log into eso, I loaded into a character and couldn't even move because I was getting around 15 frames. I wasn't even in pvp or a populated city like Grahtwood and it happens on every character. Since then I have tried updating my drivers and graphics card (which is a GTX 960), lowering my video settings in-game, but nothing seems to work.
