Magicka Recovery Bugged Or Character Screen PS4

my magicka recovery has been going up and down since i downloaded the d.b patch
it was 2053 before patch with 27 points in magician for recovery
now today it was at 1800 1909 2008 but now i have 37 points in magican now so should have alot more
my set up is the exact same nothing has changed i have double checked
anyone else noticed this ?
i look at my character sheet too much but its a good job i did. i never read anything it patches about nerfing magicka recovery ut the fact its up and down is bugged it shouldnt change

Same, my recovery is 939- I am a high elf 501cp
Racial passives +9% recovery
CP point bonus in arcanist + 24%
Previously my recovery was in the 2k range
With no food buffs

hey i think i have pin pointed the problem. i am a vampire and when i am in stage 1 game is not giving me my recovery only when i am in stage 2 vamp

yeah has to be something not quite right with champ points this patch1
