Nope, that's how it works now. You now get to hit up to 5 more targets instead of just 2 for 50% damage, great for delves, public and group dungeons. Be glad you're not looking at Evil Hunter.

That it goes off my shortcut key, cos the point of using it was to stun..

It doesn't stun but it does snare. Shards targets twice as many enemies now as before and Leash lets you pull yourself to the enemy you shoot regardless of whether it's Daedric or not. Silver Leash is basically the Stamina chain for anyone.

This one does miss pinning the vampires to the floor with this in PVP. How you could almost hear them rage (and sometimes see their rage in text) as they died before gaining their feet.

The skill is pretty worthless now. Other things do way more damage.

For your convenience, I have grabbed the patch notes and pasted them below. Hope this helps:

Silver Bolts: This ability and its morphs no longer knock down or deal bonus damage to Undead and Daedra; instead, they now reduce the Movement Speed of any enemy hit by 40% for 6 seconds.
Silver Leash (Silver Bolts morph): In addition to the changes made to the base ability, this morph also now pulls the caster to the target when it is activated a second time. Additionally, the caster can pull themselves to any target instead of just Undead and Daedra targets.
Silver Shards (Silver Bolts morph): In addition to the changes made to the base ability, we increased the amount of additional targets this morph can hit to 5 additional targets from 2.

Skill is useless now, with the except of the Silver Leash morph as a pseudo gap closer for stamina builds.
