Litany of Blood (achievement guide)

Thanks to @Sharpe.Benjamin, @ZeroIndex and @Kim.k for helping me along the way.

Reposted in the general dicussion since this guide is now relevant.

Rewards for completing this achievement are:
- "Executioner" title
- "Cadaverous Assassin" polymorph

Here are some hints (if you don't want a full guide):
- All targets must be killed using the Blade of Woe, otherwise they won't count.
- The clues in the Litany of Blood are not literal, they have to be interpreted.
- The target will be within the city it is assigned to in the Litany.
- "You will know them by their eye." All targets will have one white eye, this is the dead giveaway you should be looking for once you find a target that matches the clues (the eye is harder to notice on Khajiiti and Argonians).

Here is the entire text from the Litany of Blood (thanks to @Coolio_Wolfus for providing this to me):
Litany of Blood
A chant to the Night Mother Woe unto they, Night Mother, those born to Anu.
From beyond death's prison, I offer those who meet my unshriven gaze with your blade's cold caress.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Skywatch, I offer she who reflects the heavens in her gaze and dress, drifting from dance to dance.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Elden Root, I offer he who is as aged and gnarled as the trees, his back bowed but not bent.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Marbruk, I offer she who surveys the market beneath an auburn veil and keeps silver close to her heart.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Vulkwasten, I offer she who sweeps away the seasons with straw and the swish of her tail.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Rawl'kha, I offer he who clothes his stripes of brown with stripes of gold.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Davon's Watch, I offer he who is silver, ash, and fire, draped in copper filigree.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Mournhold, I offer she who marches beneath a red crest and wields winding steel.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Stormhold, I offer she who is caked in mud but wears a halo of bone, bright and untouched by mire.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Windhelm, I offer she who bears time at her waist, but for whom age has not robbed her golden crown.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Riften, I offer he whose arms are coiled and stained with the ink and weeds of the sea.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Daggerfall, I offer he whose dress is as cool as his demeanor and pate as barren as his heart.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Wayrest, I offer she who peers from behind a crimson curtain and marred her face to hide her nature.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Shornhelm, I offer she who greets death as a sister, her smile joyless and unflinching.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Sentinel, I offer he who leaves a trail of neat black ropes dangling over a golden cage.
You will know them by their eye.
* * *
Prey to thee, Dread Father, those born to Anu.
From Evermore, I offer she whose heart bears many scars, but does not fear to wear them proudly.
You will know them by their eye.

    That polymorph is possibly my new favorite thing in ESO.
    When I got it and tried it, I was expecting another generic skeleton polymorph, just this time with armor on. Then I tried it and was like, "Holy ***! An Argonian skeleton, skeletal tail and everything! I'm so happy!"

    Would love to see a screenshot of a Khajiit using it. Wanna see the cat skele.

    These targets seem to be known to move from one location to another so dont assume they'll be where they are in the video. Dinor Girano for instance, is known to frequent the open air shops not far from Davons Watchs Southern Gate before proceeding to the retaining wall over looking the Fighters Guild Hall and the distant docks.

    Assassins, make sure youre casing the area before heading to their most frequented locations. Sometimes you may find them in a more opportune location for an assassination.

    Yeah, they all wander... a lot. Some even go in and out of buildings.
    The video just shows one location to find them; and often not the best if you want remain unseen.

    All these folks wander around, and if you follow them, they all eventually wander into a nice isolated area where you can off them without getting caught.

    While I really love the cosmetics in this game, I feel they'd be more interesting/fun if they could be dyed or combined somehow... Like, the skeleton looks, great and awesome... But, why not add skeleton to 'skin' instead of polymorph, to allow for wearing different gear on the skeleton form?

    Omg! Race relevant skeletons!? Thank goodness! Now they need to apply to NPCs! Remembering the Argonian skeleton in a Cold Harbour quest who had no tail and a human skull.... I hope they integrate this!

    Actually I believe they respawn almost instantly - it's just that they wander over such a large area that it takes a long time to find them. For one of them I guess I killed her right by her spawn point (if they do have set spawn points), because about 10 seconds after I killed her she suddenly appeared again just a short distance away from her body.

    This one is most pleased that the polymorph accurately reflects her own body.

    Now if only the other skeleton could be updated to do the same. I know they have claimed that it was this way to reflect those who gave the gift but khajiit thinks this smells like a rat. Mmm delicious rat!

    True, I ended up finding the first target quite far from her location in the video and most of the others were far too, because I think somebody else was killing them a few minutes before I'd arrive so I'd be waiting on their slow tour back to the spots haha :p

    I usually don't care about stuff like that, but look at the date of my video. It was uploaded weeks before Alcast's video. My original thread on the PTS forum section was also before his. I don't really care about "credit" enough to make a big deal out of it, but if you want to talk about that stuff, then at least try to be factual. I checked several times and my video was the first guide on youtube. My thread on it was the 2nd, half a day behind the 1st, which was a written guide with only names and three incorrect targets that I helped the author correct.

    EDIT to further clarify:
    Link to the original PTS forum thread here. The date of the upload of the video and creation of thread is April 27th. The date on Alcast's video is May 13, more than two weeks after mine.

    You get the "quest" and the book once hit DB rank 6. But you can kill the targets before that, anytime. It will still register and visible under the achievement.

    The respawn time is 5-10 seconds, but each target has several respawn locations.
    How do you start this Litany of Blood? I can't find anything?

    You can technically complete this achievement before getting the quest for it, as long as you just have the Sanctuary and Blade of Woe unlocked. The quest for the Litany of Blood unlocks after the 2nd main story quest and first sacrament completion.
    These targets seem to be known to move from one location to another so dont assume they'll be where they are in the video. Assassins, make sure youre casing the area before heading to their most frequented locations. Sometimes you may find them in a more opportune location for an assassination.

    My guide mostly serves as a, "Here's the name and appearance of the target," kind of help, rather than showing you the many possible locations of each target. I could have made a video showing all the possible spawns and such, but it would have been lengthy and pointless. The nature of this collectible achievement makes it difficult to make guides for. That being said, most targets never stray far from the areas shown in the video.

For one of them I guess I killed her right by her spawn point (if they do have set spawn points), because about 10 seconds after I killed her she suddenly appeared again just a short distance away from her body.

    It depends. It seems that sometimes theyll respawn instantly in other cases theyll take forever. Eldfyr for instance took me an hour + of waiting to finally kill him. His starting point is at the top of the landing to the docks near the forge before walking down to the docks and fishing for a while (why seaweed is mentioned in his hint). From there he seems to walk over to Mages Guild Hall and back to the docks. His body, people were killing him incorrectly, was all over the docks when I got there. I ran his loop numerous times over the hour trying to spot him, and others were doing the same. At some point the respawn cycle reset itself and he spawned in just before walking down to the docks to fish.

    Other NPCs seem to be having the same issue. If they're killed too many times in succession the respawn cycle seems to get bugged and wont respawn the NPC for a while.

    By the way, Ebaryd, for anyone thats wondering is in the Forge. The hint of a Golden Cage doesnt refer to his vest but the color and appearance of the Forge in which Ebaryd spends a good amount of time in. I spent about 10 minutes waiting for him to leave the Forge hoping to get him somewhere where there werent witnesses. But got fed up after about the 10th time he walked back into the Forge and stood with his back towards the forge.

    The hints can be interpreted many ways, I do still firmly believe his "golden cage" is the gold lined vest that he wears, as all other targets only have hints refering to their apperance. I have found Ebrayd on the hill overlooking the Forge twice, so he doesn't only stay in the forge, but in the general area.

    I haven't tried finding a target that was being repeatedly killed by several players, but I have noticed that after a few deaths the target will respawn in a new location. When I did this achievement the 2nd time around on the PTS I had Eldfyr constantly respawning inside the Fighter's Guild every time I killed him and then suddenly he didn't respawn there after killing him 4-5 times. Same thing with Cindiri Malas.
